Summary: Responsible for all human resource activities for Delta Center. Manage HR programs and policies as they apply to employee relations, compensation, benefits, safety, recruitment, and performance. Support the company’s strategic goals to help drive the HR quality performances. Provide advice, assistance and follow-up on company policies, procedures, and documentation. Coordinate and document the resolution of specific policy-related, procedural problems and inquiries. Assist the Executive Director and Leadership team with projects as needed. Act as primary liaison with the board and coordinate board meetings, correspondence and board meeting documentation.
Essential Duties and Responsibilities include the following:
- Maintains knowledge of current legal requirements and government reporting regulations affecting human resources functions and ensures policies, procedures, and reporting are compliant with local, state, federal
and contract requirements. - Implement strategic organizational change to increase productivity and employee satisfaction.
- Ensure that staffing, employee/labor relations, compensation, training, and
employment programs are carried out in accordance with company policy and procedure and proposes program improvements. - Create annual FY personnel budget including employee salaries, merit increases, 401k company contribution and temporary staffing needs.
- Develop and implement staff recruitment plan for effective and timely recruitment of qualified staff.
- Ensure that Delta Center complies with grants and contracts by following the recruitment plan and advertises all job openings within the established requirements.
- Reviews all resumes, identify qualified applicants and forwards them to appropriate manager.
- Conduct the following for all prospective hires:
- Register with FCSR and verify there are no findings in background check.
- Check Employee Disqualification List (EDL) and Office of Inspector General’s Exclusion List (OIG) and verify no findings.
- Register for pre-employment drug screening.
- Conduct personal reference checks.
- Order employment and education verification.
- Conduct e-verify.
- Conduct onboarding and orientation for all new hires ensuring that all necessary paperwork is completed, and electronic employee files are set up in system.
- Maintain data in personnel filing system including personnel transactions such as hires, promotions, transfers, training, performance reviews, and terminations.
- Maintain employee information in payroll and time keeping systems including entering all new hires, terminations, and personnel changes.
- Manage bi-weekly payroll processing. Verify all timekeeping information is accurate and sign off on time sheets.
- Respond to unemployment claims. If denying benefits, gather all necessary documents, submit by required deadline and attend hearings as needed.
- Manage Workers Compensation claims. Report employee accidents to insurance carrier and maintain all correspondence. Work collaboratively with outside sources to mitigate risk by ensuring compliance with local, state, and federal laws and regulations.
- Revise/develop employment policies as needed, update employee handbook when needed. Work with Executive Director, HR Committee and Board of Directors for bi-annual approva
- Identify and track staff training necessary to comply with grants and/or contracts.
- Assess policies, programs and procedures and respond to employee inquiries regarding same.
- Analyze and provide advice to supervisors and directors on methods and approaches to resolve employee work issues.
- Administer and maintain records of benefit programs including 401k retirement plan, Aflac, vacation, sick leave, and leave of absence.
- Conduct wage and benefits surveys within labor market to determine competitiveness. Coordinate compensation study with contractor and develop implementation plan.
- Prepare employee separation notices and related documentation, and conducts exit interviews to determine reasons behind separations.
- Develop, maintain, and update organization charts, personnel roster, holiday schedule, and payroll schedule.
- Prepare and conduct employee surveys. Communicate results to leadership team. Create plan of action if needed.
- Respond to requests for verification of employment and income.
- Maintain and update job descriptions as needed.
- Act as a resource for employees related to problems, and conflict resolution.
- Act as primary liaison between the Executive Director and the Board.
- Create and distribute board agendas, meeting minutes and other materials for board meetings.
- Record board meeting minutes and type them up in a timely manner after the meeting.
- Assist with sate registrations, renewals and reports.
- Assist with data-related projects for the Executive Director.
- Assist with grant applications as needed.
- Complete annual GuideStar and Better Business Bureau updates.
- Assist with social media updates, website update and marketing initiatives.

Education/Experience: Associate degree from accredited college/university and have a minimum of 3-5 years relevant experience required; Knowledge of employment laws and regulations preferred.
Language Ability: Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers and staff.
Math Ability: Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
Reasoning Ability: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
Computer Skills: To perform this job successfully, an individual should demonstrate intermediate to advanced skills with Microsoft Word, Excel, Outlook and payroll systems. Ability to type 35 wpm.

CDS Employment Opportunities
Individuals with disabilities who access Consumer-Directed attendant Services may be recruiting attendants in your area!
CDS is a consumer-directed approach to attendant services. The program allows an adult (18 and older) eligible for nursing home care to retain the services of a personal attendant, and actually direct his or her care. Services are paid for by state and federal funds through MO HealthNet (formerly known as Medicaid).
The individual consumer receiving services is both the employer and the supervisor. S/he conducts interviews and determines who s/he will hire. Tasks to be completed are identified on Plan of Care and may include:
- personal care (bathing, toileting), housekeeping, laundry,
- meal preparation, shopping and other needs as identified.
Each consumer hires his/her attendant and specifies how and when services will be provided. Consumer sets wages from $7.85 – $10.25 per hour.
Standards established by Missouri require that attendants be at least 18 years of age and pass a background check through Missouri Family Care Safety Registry. As the supervisor/employer, the consumer may have additional requirements (such as a valid driver’s license or willingness to work nights or weekends).
